In a recent study conducted by the ACEEE called Energy Efficiency Investments as an Economic Productivity Strategy for Texas, energy efficiency programs in the state could reduce Texas electricity consumption by up to 30% by the year 2030, creating savings for electricity users of up to $14 billion within that period. Not only that, energy efficiency initiatives in the state will also boost employment by creating up to 47,000 jobs each year until the projected period of 2030.

The 30% projected reduction in Texas electricity consumption was based on targets set by the Public Utility Commission of Texas (PUCT) for energy efficiency improvements. Also taken into consideration are the estimates made by the Electric Reliability Council of Texas (ERCOT) which handles the energy deregulated areas in the state. However, these projected figures will only be achieved with the expansion of current energy efficiency investments which spans all sectors including commercial, industrial and residential area.

According to the ACEEE study, to meet the growing demands for Texas electricity, the state would have to invest about 6 to 10 cents per kilowatt-hour on new electric generating plants. For years, energy efficiency programs to reduce electricity consumption in the state have already benefitted Texas residents and businesses as evident in their reduced energy bills. Between 2009 and 2011, the state already benefitted up to $1.5 billion in savings from these energy efficiency programs, which also created up to 12,000 jobs during this same period and reduced emissions by as much as 413 tons per year. By expanding these energy efficiency initiatives, the state will most likely hit its targets by the year 2030.

Texas schools have also benefitted from energy efficiency programs which involved easy investments. A school district with at least 4,000 students can realize savings by as much as $1.6 million in ten years or basically $160,000 savings each year from their Texas electricity bills. Most of the investment funds came from the Texas Loan STAR program for energy efficiency.

City governments have also taken initiatives in reducing energy consumption in their respective areas. In Houston, energy efficiency projects include the use of energy efficient LED traffic lights that would save as much as 85% more Houston electricity than traditional incandescent lamps. Aside from the cost savings, the use of energy efficient lamps also reduces carbon emissions, requires less maintenance and improves overall visibility for each traffic light.

How Much Money Can Energy-efficient Windows Really Save You

Some homeowners are reluctantly putting off the decision to replace their windows because they’re not sure if they will recoup their initial investment. Still others are putting the decision off until they see what’s going to happen with the economy.

Is replacing your windows with energy-efficient windows really worth the investment? How much money replacement windows will save a homeowner depends, of course, on numerous factors. At the top of the list is the type of window you choose and there are plenty to choose from. There are single-panes, double-panes, and triple-panes. There are coated and uncoated windows. There are windows with hard coating and windows with soft coating. There are windows will gas filling and there are windows without gas filling. Some windows are filled with Argon, some are filled with Krypton. Decisions. Decisions. Where does a savvy homeowner begin?

You don’t need to be Einstein to deduce that dual-paned windows will save a homeowner more money on their energy bills than single-paned windows. But does the same hold true with triple-paned windows? Will triple-paned windows save you more money than dual-paned windows? Here’s what Energy Star, a government agency which promotes energy efficiency, says: “All energy efficient windows have at least two panes, but not all double-paned windows are energy efficient. Twenty years ago, double-paned meant energy efficient; today, advanced technologies have enabled the development of windows that are much more efficient than traditional clear-glass double-paned windows.”

Just as a dual-paned window is much more energy-efficient than a single-paned window, so also a triple-paned window is much more energy-efficient than a dual-paned window. But what are some of these “advanced technologies” that Energy Star is referring to?

There are four things to look for when choosing an energy-efficient window:

1. The layers of reflective glass coating.
2. The type of reflective glass coating.
3. The type of gas used between the window panes.
4. The U-Value of the window.

Once you find a triple-paned window that is manufactured by a reputable company, you have narrowed the playing field considerably. Now you need to consider whether the window panes are coated, how many layers of coating the manufacturer uses, and the type of coating they use. Some windows are coated with a reflective coating, while others are not. By selecting a window with coated glass, the coating will reflect unwanted cold in the winter and unwanted heat in the summer, thereby reducing your fuel costs and saving you money.

But not all reflective coating is created equal. Also bear in mind that most window manufacturers only coat one pane of glass. Few window manufacturers are willing to go the extra mile by coating two panes of glass. Naturally, this will increase the initial cost of the window. Nevertheless, this extra coating will usually pay for itself in savings many times over. Once you have found a triple-paned window that coats two panes of glass instead of just one, you will have eliminated most of the windows on the market. But your search for optimal energy efficiency is not quite complete yet. Patience, dear reader; we’re almost at the finish line.

The next thing to consider is whether or not the window manufacturer uses hard coating or soft coating. Soft coating is much better because it is more reflective. So why doesn’t every manufacturer use soft coating on their windows? Again, soft coating costs a little more. But investing a little more for soft coating will usually pay for itself many times over.

Insulation can be further improved by placing inert gas between the panes of glass. Some manufacturers use Krypton, most use Argon. Again, Krypton costs a bit more than Argon, but the extra savings that come from Krypton gas is well worth it.

The exact energy efficiency of a window can be scientifically measured by a trained window expert. It’s a smart idea to have a trained professional measure the energy efficiency of your current windows. Some say, “I don’t need to replace my windows. My home is just a few years old.” That may be true. However, some homebuilders try to cut costs by installing cheap windows that are not as energy-efficient as they could and should be. Socially responsible architecture is quietly being practiced by many an architect in various pockets of the globe. Thanks to socially responsive patrons, who make an unwavering commitment in tandem with the architects. Ar. Kakoli Sikder is a landscape architect from Delhi, who has creditably been a significant team member of the Bijolai Palace conservation at Jodhpur.

Water Habitat Retreat was once the famous Bijolai Palace at Jodhpur. It was conserved and restored to house a boutique hospitality venture under the aegis of the Jal Bhagirathi Foundation. It is said that the scenic, sprawling summer palace built in the early 19th century is nestled between the Aravalli Hills surrounded by lakes as an oasis in the desert. With the civil work being completed as far back as 2008, Ar. Kakoli Sikder stepped in to make her valuable contribution to the expansive landscape.

Beginning from the entrance paths – there were two distinct ones – both over a culvert; one towards private quarters and the other towards the admin and hospitality facilities; Kakoli worked on a well-manicured garden, arched jharokhas to frame panoramic views, square paved plazas, lush green palms, circular planters with shade-giving trees and diligently selected native species of -Jaal Peelu’ , -Rohina’ and -Babool’ as the focal planting among other things. Largely, there are three courtyards within the living quarters, which have been designed tastefully as trellised spaces for outdoor seating and occasional dining. As in any landscaping project, the material palette and the selection of flora and fauna have been methodically determined. With the project tabling water as an exemplary rainwater oasis, where it is not only supposed to be entirely self-sufficient of its water needs, but is also said to use 100% recycled rainwater and provide water for the drinking-water needs of severely water-distressed local communities, care has been taken to use plants that require less water, absorbent soil, and loosely laid Jodhpur stone pavers that together aid in recharging the natural water table. The walls, toe walls, retaining walls, etc. are all made of locally available Jodhpur dark stone in random masonry. The paths are made of loose stone chips. The planter coping, plazas, steps, amphitheatre seats and stage are made of polished Jodhpur stone. And as far as the lighting is concerned – wall lights, tree up-lighters and bollards have been strategically used to enhance the mood of this place.

As Kakoli sums up, -The challenge lay in accomplishing heightened aesthetics within a contextual vocabulary, staying grounded in terms of giving back to the project and doing all of this within the limitations of cost-effectiveness.-

IRS Revenue Procedure 2011-14 Energy efficiency and claiming the 179D deduction

The 179D tax deduction came about as part of the Energy Policy Act of 2005 (EPAct). Congress wanted to incentivize the utilization of energy-efficiency components in a building to one of the following parties:

1.The owner of the building
2.The tenant
3.The primary designer of an energy-efficient government building. (Architect, engineer, contractor etc.)

The deduction available is up to $.60 per sq./ft. for lighting, HVAC and building envelope, creating potential for $1.80 per sq./ft. if all three components qualify. These deductions are applicable to buildings that were either built or retrofitted after 12/31/2005.

Since EPAct came into effect, the IRS has provided interim guidance on EPAct deductions through several additional notices. IRS Notice 2006-52 describes in detail the rules and how to ensure a building qualifies if it was a new build or a retrofit. It requires the taxpayer to obtain certification that the property satisfies the energy efficiency requirements of 179D and specifies the software that must be used to calculate energy and power consumption. To further the cause, the IRS issued Notice 2008-40, which allowed a government building (non-taxpaying entity) to pass the deduction to the “primary designer” of the qualifying assets.

Until recently, taxpayers looking to claim the 179D deduction were limited by the three year statute of limitations for filing amended income tax returns for a particular tax year. That has changed with the issuance of Revenue Procedure 2011-14, which will allow some taxpayers to bypass this statute of limitations and claim this deduction all the way back to 1/1/2006 without filing one single amended income tax return. Taxpayers who wish to take the deduction without amending any returns will file a Form 3115 (Application for Change in Accounting Method) and will get to take the entire “catch up” deduction on the return that is being filed. This means that a taxpayer could potentially claim deductions from 2006-2010 (or 2011) all on one return and significantly reduce their tax burden, if not eliminate it altogether.

Deciding whether or not to amend returns or file for a Change in Accounting Method (Form 3115) is entirely dependent upon each taxpayers situation. If taxable income was higher in open years and therefore the taxpayer was in a higher tax bracket, it still may make sense to amend those returns. The impact of Revenue Procedure 2011-14 will also depend on whether or not any deductions have already been claimed or returns have been amended. A thorough analysis of each taxpayers scenario by an advisor experienced in 179D is advantageous to determining the best approach and claiming the maximum deduction allowed under the law.
